Employees of TRA and PCM Also Indicted for Negligent Homicide in Hualien Train Derailment Accident

Prosecutors at Hualien District Prosecutors Office Charged Pan(潘), an employee of Taiwan Railway Administration(TRA) in charge of Hualien railroad construction, and Kuo(郭), an employee of an engineering consulting Inc. providing professional construction management (PCM)service for TRA, for negligent homicide in Hualien train derailment accident resulting in 49 people dead and over 200 injured.

The tragedy originated from a southbound 408 Taroko Express train, carrying 498 people, collided at high speed with an illegally operated crane truck that had slid down a slope onto the track on 2nd April 2021, at 09:28 NST. Investigation showed Pan and Kuo, responsible for construction onsite safety control and management, never set up safety fence and non-slip measure along the slope. Pan even got informed a truck was stuck on the slope in January 2021, being well aware of danger and the damage it caused if the truck slid, but still did nothing.

Prosecutors indicted Pan and Kuo, and found they failed to fulfill their duty. Earlier this April, prosecutors have charged 4 people, including truck driver Li and Hwa, and two supervisors of the construction site. Hualien District Prosecutors Office will work together with Association for Victims Support Hualien Branch to provide necessary assistance to victims and their families.
